Allegations to the draft ‘Law for the Environmental Management of Andalusia’
The Department of Sustainability and Environment of the Regional Government of Andalusia is advancing in the analysis of the allegations presented to the draft Law for the Environmental Management of Andalusia (LEGAM). “This process reflects the firm commitment of the Andalusian Government to construct a consensual legal textadapted to current and future needs, and aimed at turning Andalusia into a benchmark for sustainability within the scope of application of the regulations,” said the counselor of the branch, Catalina García, in her speech at the Forum of the Association of Builders and Developers of Seville (GAESCO).

Catalina García, who participated in the meeting together with the Secretary General of Environment and Climate Change, María López Sanchís; the general director of Environmental Sustainability and Circular Economy, Carmen Jiménez Parrado; the territorial delegate of Sustainability and Environment in the province of Seville, Inmaculada Gallardo; the president of Gaesco Promoters, Gabriel Rojas, and the manager of Gaesco, Juan Aguilera, have put as example of the Board’s willingness to achieve the highest degree of consensus.
“This forum is today a platform for dialogue, debate and reflection on key issues for the health sector. construction, urban planning and sustainable economic development”, he added. Thus, he thanked the presence of professionals, experts, institutional representatives and other relevant actors, “who have a lot to say about this preliminary project.”


In this sense, the counselor has detailed that after the publication of the draft Law in the Official Gazette of the Junta de Andalucía (BOJA) to submit it to public information“numerous contributions have been received that are now being rigorously analyzed, from the perspective that all the initiatives add up and we want them to serve to make the best possible text.”
Likewise, it has had an impact on the dialogue framework promoted by the Board, which has had an intense agenda of presentations in the eight Andalusian provinces, in which it has been possible to debate the positive impact that this law will have on fundamental sectors such as agroindustrial, energy, mining and fishing.
“LEGAM has a direct impact on these key sectors of the Andalusian economy. In the agroindustrial field, the new regulations will streamline essential procedures, allowing companies to move forward more quickly and competitively. Likewise, it promotes technological innovation in strategic sectors such as energy and mining, betting on projects such as the integration of renewable energies and the promotion of green hydrogen”, specified the head of Sustainability and Environment.
In this way, he stressed that “LEGAM seeks to simplify, modernize and streamline administrative procedures, strengthening legal certainty” and thus, he recalled that among the most notable objectives of the draft project is administrative simplification, with the reduction of deadlines for unified environmental authorizations (AAU), from eight to six months, and the introduction of las the Environmental License, under municipal jurisdiction, which replaces the environmental qualification.
Besides, LEGAM promotes sustainability, since it provides for the promotion of sustainable technologiestax incentives and measures that promote the circular economy, the creation of a registry of people interested in environmental procedures and the establishment of the new Environmental Advisory Council of Andalusia (CAMA), which will reinforce the dialogue between the administration, social agents and civil society.
For all these reasons, Catalina García has highlighted that “the ultimate objective of LEGAM is to balance economic development with environmental protection, offering Andalusia a modern legal tool that guarantees sustainability in all areas” and concluded by stating that “we are going to continue working on incorporating the improvements derived from the allegations presented, with the expectation that the law will become a national and European reference.”
