Reads dog farms. The REA PARTY

The Political Party REA, an animal right -handed ecological revolution, sent a request to the Minister of Agricultural Policies, Lollobrigida, for a reform of law 394 of 1993 on dog farms, deemed obsolete

The problem of dog farms in Italy: an obsolete law and the spread of illegal practices

The breeding of dogs, an activity that, if conducted ethically and regulatedly, can guarantee the well -being of animals and respond to the needs of a constantly growing market, has undergone a worrying involution in recent decades.

The Law 394/1993introduced to regulate farms and guarantee the protection of pets, played a fundamental role in promoting minimum well -being standards for ours “Four -legged friends” and in regulating their marketing. However, after more than thirty years, the regulatory panorama is no longer able to cope with the new challenges that the farm sector is facing.

A growing phenomenon is that of Lager farmswhere animals live in overcrowding conditions, without the space necessary to move freely and without receiving adequate veterinary care.

These structures not only violate the laws on the well -being of these poor animals, but also constitute a concrete threat to the health of the same, contributing to the spread of diseases. The images of dogs piled up in narrow cages, without any comfort or possibility of socializing, have become the most evident symbol of the current legislative crisis.

Illegal breeding and animal trafficking: a scourge that is difficult to eradicate

In addition to the problems of intensive farms, Italy is also a crossroads for illegal trafficking of pets. Every year, thousands of dogs are imported and exported illegally, without there being adequate health checks or traceability that can guarantee the legality of trade.

According to the estimates of Animal Equalityone of the most active international organizations in the protection of animal rights, this phenomenon not only undermines the quality of life of animals, but depreciates the entire zootechnical sector, exposing people to potential health risks and fueling a network of illegality that is reflected In multiple areas, from the local safety economy.

The “deals with”Furthermore, it does not only concern the non -regulated farms, but also includes the sale of puppies from countries with less rigid laws and the lack of traceability in the commercial supply chain. Which makes it impossible to know where animals really come from and in what conditions they have been grown.

In a similar context, it is clear that law 394/1993 is no longer sufficient to guarantee the well -being of animals and to effectively combat illegality in the dog farms sector. Legislative gaps have in fact allowed abusive practices to proliferate without adequate control.

The proposals of the REA: a register of breeders and mandatory professional update

To deal with these problems, the REAAn animalist ecological revolution, has formulated a plan that provides for clear and structured measures. First of all, it proposes the introduction of limitations to the number of breeding dogs, to avoid overcrowding and ensure that each animal receives the necessary care and attention.

The proposal to create a register of breeders with a compulsory professional qualification and updating system responds to the need to further professionalize the sector, promoting the quality of the breeding compared to the quantity and reducing the risk of illegal practices.

Protect Italian canine breeds

The proposal also provides for the strengthening of the protection of Italian canine races, cultural and zootechnical heritage of great value. The protection and enhancement of specimens such as the Corso Corso, the Italian Gherry, and other autochthonous breeds represent a cultural and economic resource that the country must preserve, avoiding that they are mixed or altered by illegal trafficking and non -ethical breeding practices.

In addition, the REA proposes the creation of a national coordination body that facilitates the collaboration between the various institutions involved in the control of the farms, such as the Ministry of Agriculture, the ASL and theEnci (National body of Italian dog cynophilia). Specifically, the latter would have the task of simplifying the processes, especially as regards the traceability of animals. But what happens in the rest of the EU?

The European context: the reform of Parliament and the need for additional measures

The REA proposal is not limited to the national dimension, but is part of a larger context of European reform. There Proposal for regulation of the European Parliament relating to the well -being of dogs and cats and their traceability (resolution of February 12, 2020) represents an attempt to regulate the sector at the Community level.

However, the REA underlines that this proposal is not incisive enough to effectively contrast the illegal trafficking of animals and the unfair competition that characterize a part of the market.

In particular, the Party Ecologist Animalist Revolution proposes the introduction of limitations to the number of dogs in community farms, and the introduction of restrictions in imports and exports of animals, so that illegal trade can finally be blocked which, in many cases , feeds animal exploitation situations.

«It is no longer possible to tolerate that animals are treated as goods, without any consideration for their well -being “said Gabriella Caramanica, REA secretary, underlining the need for coordinated legislative action at European level.

The critical issues that emerged and the involvement of the institutions

In Italy, the theme of dog farms has also been the subject of attention thanks to initiatives such as the parliamentary question of the 5 Star Movement (M5S) on the ENCI, which has raised numerous critical elements on the management of the sector.

The service of Reportedited by Giulia Innocenzi, has highlighted some of the difficulties and problems still unresolved in the regulation system, such as the lack of adequate controls and the presence of non -compliant structures for animal welfare standards.

The need for radical change

The reform proposed by the REA has the aim of responding to chronic problems and creating a system that seriously protects the animals and honest workers in the sector. It is not simply a question of introducing new laws but of making a radical change in the management of dog farms, concretely facing the illegality that continues to undermine the credibility of the sector.

«It is essential that all the actors involved, from the state to the breeders, work together to guarantee a more transparent and respectful sector of animals “concludes Caramanica.
