Climate change comes in a new critical phase and the world is called to respond urgently. This is the strong and clear message in the second official letter from the entrance to Brazil of the Incoming COP30, which wants to mobilize the planet to a historical and shared ecological transition
The letter follows the devastating update on the state of the worldwide climate by the WMO – World Tereological OrganizationThat 2024 confirmed as the hottest year ever included, with CO₂ levels that have reached the maximum of the last 800 thousand years.

The “Global Mutated”
The heart of the new approach is the Global mutantA self -organized, decentralized and collective movement that aims to catalyze climatic solutions around the world.
These are not simple promises, but of concrete actions, in progress or ready to start with:
- Regenerative agriculture carried out by local farmers;
- Installation of solar panels in disadvantaged communities by young activists;
- Recovery of mangroves through coastal cities;
- Tech companies united data centers unchanged.

The Presidency proposes to reform the global administration to total efforts that are currently fragmented and equip the international cooperation of new skills: quick sharing of data, involvement of local networks, use of emerging technologies and integration of indigenous knowledge.
Tools such as tropical forests, oceans (large “Carbon Wells”), The regeneration of soils and public digital technologies (PPE) are considered crucial. On the horizon, the presidency looks at the third UN conference on the oceans (Unoc3Nice, June 2025) in collaboration with France and Costa Rica.
A vision for 2028
The letter concludes with a lot: that 2025 is not only reminded as a year of negotiations, but also as the year in which the world has changed course, united with governments, communities and companies in one New climatic alliance.
The COP30 will not only be an event, but an epochal turning point, planned for the second global Stocktake for COP33. The Mutirao Global is therefore a collective call for action, a concrete hope in a time characterized by uncertainties and complexity.
